I'd like to add a reason the list! One that drives me nuts...

The world's stupidest pilots.
Obi-Wan warns the Naboo pilots that their fighters' blasters might not be able to damage the Droid control ships. Sure enough, when they get to the fight they discover they can't damage the ship.
So what do they do? Do they try to work out an alternate plan - like fly into the great big hole that Anakin eventually does? Do they retreat? do they even wonder what to do next? No. They fly around in circles, getting killed one by one, for no apparent reason.
Let's not dwell on the utter stupidity of a plan that relies on the destruction of the Droid control ship, even though they suspect they can't actually damage it... Really, let's not.

No. They try to destroy the shield generators to take the shield down.

Then make it "the world's stupidest ship constructors".
Really, who builds the shield generators at the outside?

People who haven't read the Evil Overlord List.

The sandpeople had women and children. We know this because Anakin killed them how could he tell? The children might be smaller but I never saw a sandperson with breasts. Did they hike their skirts and show him some leg or something?

Also, I can see the point of wanting to kidnap a human and use her as a slave, but they didn't. They tied her to a flimsy easel for a month. It's assumed they had to feed and give her water. What for? Was she purely ornamental? I can understand them wanting the droids, you can sell those for a lot of money, but a chick who's only skills are finding non-existand mushrooms and getting randomly pregnant, you're not going to get much.

The same people who built the death star, probably.

Actually, many people have a problem with them having the death star rebuilt in RotJ, but i think its one of the best moves by villains in movie history. Usually they come up with a plan, with only a minor flaw, and when it fails they just stop. the empire improved on their good idea and made a death star twice as powerful as the first.

Its also part of a bigger problem the whole PT suffers, mainly a character will say something and an instant later, it happens, so there wasn't a lot of reason to say it so boldly. Obi Wan telling Anakin/Vader "Don't try it (flip in the air to reengage Obi in combat on the edge of the lava stream) I have the high ground...." just so Anakin/Vader can do the flip and get cut to shreds as Obi Wan alluded to do so moments before. I don't know the rationale behind this, but it persisted in three movies.
