I think the Tall man was attempting to take control of John Defoe from Chzo and spread the 'infection' of Defoe's mind, probably to change the realm of technology into his own. Maybe he liked what he found when he crossed over, with the power he had and the worship of the Order. In other words, he got greedy. Though I think the idea that Chzo wanted a better, more 'pure' prince from before then, is true too.
