Look, i'd be the first to admit Cookie Monster would verbally rape the guy in my av. I mean, all my guy has is his angry white-boy intensity. Cookie Monster... he's a dangerous mofo. He'd chew up anything my guy had to say like so many cookies, then spit the crums into his FACE, then scream in the most offensive, do-what-i-say-or-i'll-fuck-you-the-hell-up tone, "SHUT THE FUCK UP!"

Cookie Monster is pretty tough. Anything that can eat that many cookies without sustaining great disruption to its digestive system is probably fairly indestructible.

He doesn't even eat the cookies, that's why he rules. He just breaks them apart in his mouth and spits them out. He ruins them for everyone else. He ensures that no one else gets the opportunity to enjoy a cookie. Rock on, Cookie Monster.

Well, they're both shouting, but the Cookie Monster just looks like he's shouting more. So I vote for the Cookie Monster.
That, and he'd use his powers of Cookie Reasoning to out-shout the Tom Cruise guy:
