They aren't...well...

I mean, if you look at how much crap music, movies, books, TV, video games et al there is around, compared to anything decent...it's a bit much to not expect almost all webcomics to utterly suck. Though, it doesn't help that any moron can make a webcomic, whereas there might be some vague kind of quality control involved in anything done professionally. Maybe.

Only webcomic I've gotten through was PBF, sure everyone's that way though.
