June 2 (Bloomberg) -- U.S. Army personnel from both active and reserve units who are tapped for duty in Iraq or Afghanistan can't retire or transfer until after the unit returns home, the service announced.

It's not clear how many troops will be affected, Lieutenant General Franklin Hagenbeck, deputy chief of staff for personnel, said. The last time the Army gave this order was during the 1990 build-up to the Persian Gulf War and it affected 45,000, he told a breakfast meeting of defense reporters in Washington.

The order is the latest move to buttress U.S. forces in Iraq. Earlier, tours for 20,000 soldiers were extended three months, a brigade of 3,600 troops was moved from South Korea to Iraq, and the Army said that two premier units used to train deploying units will themselves be sent to Iraq.

The U.S. plans to keep at least 138,000 troops in Iraq through 2005. The intent to cut the force to between 105,000 and 115,000 troops as political power is turned over to an interim Iraqi government was shelved in the face of renewed insurgencies that produced the deadliest fighting since the last year's war.

President George W. Bush yesterday warned Americans to expect more violence before the June 30 transfer of sovereignty. ``There's still violent people who want to stop progress,'' he told reporters at the White House in Washington.

The Army's new ``stop-loss'' order for its force in Iraq ``will diminish over time,'' Hagenbeck said. ``As the (troop) footprint shrinks and conditions change within Iraq there will be fewer units to deploy in that theater.''

He said it would be inaccurate to portray the ``stop-loss'' order as a desperate step to retain troops.

``It's the wrong conclusion to draw -- it's not a search for troops,'' Hagenbeck said. ``We are trying to take units that were manned about the same time and that have trained together to deploy together,'' he said. ``We've got people raising their hand that want to go,'' he said.

For those of you worried about the draft I know people (heroes of mine) who dodged the "Come help commit genocide in south east asia" draft so I can offer a few tips.

If you're an only child there's no draft for you

Same if youre a woman

If you're poor you're likely to get drafted

if youre from a large family youre likely to get drafted

However there are a lot of great ways to get out of it

If you've ever had a serious or chronic illness your'e out

If you've ever been arrested you can probably get out

if you've ever been institutionalized you're out

if you can find anything at all that's wrong with you (asthma, flat feet, knock kneed, or, in Rush Limbaugh's case, a boil on your ass)

Ah yes and if you didn't graduate high school I'm pretty sure you're safe. If you fit the two main credentials ( poor and from a large family ) or worse yet if you're african american or latino then you should consider some draft prevention steps when it starts.

A sympathetic doctor looking hard enough can definately find something wrong with you. If you really want to help look like a bad recruit you can join the communist party or the nation of islam. Any number of religious groups such as mulsims mennonites quakers and budhists dislike war and if you can talk to some of their clergy they'll likely help get you out on a faith based objection. You can commit a minor crime, even just a misdemeanor and that will help turn the military off to you.

And as was pointed out Canada is a fine alternative. Their border is pretty easy to get through either legally or illegally and it's a great country too. Cuba also harbors a few political dissidents from the US. It's a little known fact that three Americans fought with Castro during the revolution, one of them even fought alongside Che Guevara at Santa Clara. And as a last resort to avoid the draft you could always put on a saffron robe, douse yourself in gasoline and emolate yourself to protest the war as Budhist monks did for Vietnam. Hey it may not look fun but I'd imagine it's better than helping to blow up some Iraqi village so Bush's stock can go up!

Does pretending to be (or actually being) gay just not do it anymore for avoiding the draft? They still don't let gay people in the army, right? So doesn't that make it really easy to avoid the draft? Or am I missing something here?

sorry, the new draft allows the U.S. government to come to Canada and get us, it also includes women....assuming it passes Congress that is, i am thinking 50/50 chance


edit : buy hey its not that bad, i was talking to a friend of mine who is from paraguay and he says "everyone in paraguay joins the army, if you don't you are not a man" so we have it easy

If I get drafted you'll be able to find me, in Jen's grandmother's basement in Toronto.

Another way:
If you are a guy- you can get out of the draft if you are the only person to carry on a family name. For instance if all your siblings and/or cousins are female- the line would end if you died.

Though if the process is altered to include females, they'd probably have to change this rule...
