It's basically a list of all the tolerable people on the forum with a post count over 100 (Blueskirt, Chyld) or a fair reputation (Man Of Doom, ftr)

No, buddhists will wish for the torturers death, on any of several basis'.
Several have to do with reincarnation, some have to do with inner peace of the torturer, some have to do with weird buddhists concepts.
For example, if you ever meet buddha walking down the road, what should you do?
Buddhist answer: Kill him so that he can reincarnate somewhere else in the world.

no, it doesn't at all assume that the torturer is buddhist.
The last bit was just an example of the weird ways buddhists apply their ideas. I may be wrong, but i think they would pity the torturer for his lack of inner peace and wish for him to die in order that he might know the cyclical nature of life.
