I think I will start a new business.

I'll hire models, then contact conventions, then they will pay me to send attractive cosplayers to their convention.

They have those. They're called modeling agencies. They typically have models who will wear whatever you tell them to (within reason) for pictures. Fashion design companies hire them so that people will think that if they wear the article of clothing the model has donned, they will look just as good. I suspect anybody could hire a model if they were so inclined, even cosplay conventions.

Two things, though:

1. Anime geeks spend all their money on wall scrolls and overpriced DVDs, and

2. They think that half the fun of cosplay is squeezing their own pimply-faced, 400 pound self into a Sailor Moon outfit so that their friends will tell them they look exactly like (INSERT ANIME CHARACTER HERE).
