I have only played EU3, I tried EU2 recently but couldn't get into it since I was too used to the EU3 interface.
For those of you unfortunate enough not to have played it, here is a brief explaination of the concept of the game:
The idea is, that you control a nation. Any nation. Any nation that existed, between 30th May 1453 and January 1793. You can start on any day, of any month, of any year, with any nation that existed on that day. Like most other strategy games, you control different aspects of you're nation. The biggest difference between this any other strategy game? This is complicated. It pratically borders on actual simulation. If you play the game, you can pretty much rule the nation, as if you had actually been there.
Anyway, now that that's over with. I've already pre-ordered my copy of Europa Universalis: Rome, coming out next month (in the UK atleast). Opinions of the game(s) anyone?

As far as grand strategies go, I don't know, I didn't really get into Europa Universalis. I dunno why, I just couldn't.
I'm more into Imperialism and, more recently, Making History.
Grand strategies can be real great fun, but, unfortunately, only for a while, before all the different million things you need to take care of jump on you.

I have played Doomsday, Armageddon, Victoria and am currently trying to obtain Crusader Kings. I will get EU3 in a month or so. Paradox is a great!

There's about 250 states. Some of them don't always appear, due to, them being occupied territories, such as Wales, the Netherlands. So in that case, the only way to play as them is liberate them and reload the game choosing to play as them. If you're smart though, you'll just release them as a vassal its alot easier.
Some just aren't available the whole way through the game, and if you start early than their appearance, they might never appear, depending on you're actions. But every faction in the game is playable.
