I'm an interventionalist and want to aid other revolutionaries, so a big part of my foreign and military policy is to offer training and covert aid to groups that I believe mirror my country's ideals. Of course the real plan is that the rebels and their leader will strike the Ministry of the Interior, the main bastion of the treasonous cabinet members, and I'll send my personal guard in to slaughter the rebels and those who dared to allie with them. I'll then turn the rebel attack into a great propaganda victory for me and coopt the images of the former conspirators in the Ministry into martyrs for my cause.

Of course the real plan is that the rebels and their leader will strike the Ministry of the Interior, the main bastion of the treasonous cabinet members, and I'll send my personal guard in to slaughter the rebels and those who dared to allie with them. The attack is sucessful, however one of the cabinet members was delayed by traffic, and after hearing of the slaughter, has escaped the country to seak asylum in Stenya. Bearing in mind this man has a wealth of knowledge about your nation, allowing him to talk to anyone would be a serious security leak

The priests are outraged because part of the Stenyan homeland is still under occupation by T'DROWN. In actual fact, this territory cost more money to maintain than it made through tax, (aswell as serving very little strategic advantage) but the priests are using this to try and gain influence in your government.
Also, a man claiming to be a high ranking member of the RSA government has requested political asylum.

I first make sure that any other people who were conspiring with the rebels were conveniently murdered "by the rebels" in their attack on the interior ministry. I then make a speech, announcing that the foreign invaders have been neutralized after slaughtering several innocent government workers in an attempted coup. I talk up the memory of the treasonous cabinet members I had killed and say that they died bravely against the rebel brutality, and should be remembered as true patriots.
I then head to the prison where the rebel survivors are being kept. I go straight to the leader and begin to interview him. I bait him by saying that his organization has no supporters to send it arms or money and therefore can never win. I'm secretly filming the interrogations, and am trying to get him to retort and say how much funding his rebels got from TDrown. Once I have that I'll send it to be aired as proof that our country is under the threat of foreign invasion. Thne I'll inform him that him and his friends will be tried as counter revolutionaries and face the firing squad.
Finally, as for the one minister who survived. I make no move at all to publicly call for his capture. Rather I have my intelligence operatives in Stenya request an audience with their leader. Rather than explain my worries about him screwing with my government from outside, my intel men instead explain my non existant worries that he is passing through Stenya on the way to TDrown, investigating the country to see if the TDrown backed insurgency could spread to Stenya now htat I've put them down in my own country.
I request that the treasonous minister be extradited to the RSA so as to put a stop to TDrown's plans once and for all. In return I offer to sign an extradition treaty with Stenya and help protect them from any cross border rebel activity.

The rebel leader denies getting any funding from TDrown, instead calling himself a freedom fighter against your regime. Your operatives are currently in discussion with the Stenyan high priests.
On a side event, you're handling of the attack has made you polarising figure within your nation. Although the majority believe you a great leader, a growing minority opposition, believe that you could have prevented the attack, in which many civilians were killed. There are some conspriacy theories that you were involved in engineering the attack, but thankfully almost everyone dismisses them as fiction.

As for the problem of national unity I announce a campaign of infrastructure building, pushing legislation through the party congress to build schools, hospitals roads and electricity infrastructure, especially in the most rural provinces, to carry on the good work of the martyrs of the interior ministry. Of course many of the buildings will be named for my friends who died in the attack.
At the same time I annoucne that the foreign trained rebels who did this will be tried quickly and, if found guilty, executed. However I stress that this is merely part of the problem. I point out that foreign interferenece and domination of our industries led to this, and as such I announce the nationalization of all foreign owned industries with compensation to be paid to all of those who are innocent of exploiting our workers.
I send out my men to all the factories and so forth to organize the workers into collectives and ask them to elect a representative to be sent to a national business council so that we might work out wages, retirement funds, etc.

The rebels are currently on trial, your chief prosecutor has taken the case personally. It has come to your attention that he intends to use fake evidence against some of the men, since there isn't enough evidence to convict them. Although he is known to use such tactics, with the international community watching the trials closely, if his actions in these trials are discovered, you will no doubt be implicated.
You're new campaigns has neutralised many of your opponents. However, many multi-national corporations have expressed concern over your interest in nationalisation. As such they have started to fund propaganda against you on the private television channels and newspapers. This has watered down much of your own message.
Your operatives inform you that they believe that the Stenyan high priests are simply delaying the diplomatic channels, while they finalise their deal with the rogue minister.

I have my prosecutor hold closed door arraignments for each rebel one at a time and tell them they'll face the death penalty. I watch their reactions and when we determine one to be weak we interrogate them thoroughly, telling them others have already confessed and then offer them a deal: they sign a confession and they will not face the death penalty and only serve a short term in prison, they can even avoid prison all together if they renounce the rebels and swear loyalty to the revolution. The confessions will say:
the rebels are guilty of hte murders at the ministry,
they were funded by TDrown
They were aided by the multinational corporations that happen to be campaigning against me.
I then seize all the assets of any corporation found to have campaigned against me and expel all of their management and officials. I put a law before congress outlawing foreign corporations from buying time on broadcasting networks in hte country, and outlawing them from funding political parties.
As for my minister friend and his allies in the Stenyan priesthood, I find a rebel whose capture we hadnt reported yet, and have one of my intelligence operatives pose as him. I send him to a border down with a suitcase containing a large sum of money and tell him to offer the funds as a bribe to the Stenyan priests for freeing the minister or at least keeping him from being deported and offer them help in a coup against their leader. I tell him to invite a member of the priesthood to that town for secret negotiations and to pick up the cash and to tell them that the rebels safely control the hills on the border. I prepare my special intelligence forces to ambush and capture the Stenyan party just as they take the bribe.
Otal- I send word that treason carries a penalty of death and that this man will die if found guilty. I refuse to allow another country to interfere in the justice of the RSA and ask that he be turned over to me before he causes any unrest in Stenya.
