The Red Jack guy does look a lot like the Tall Man. He's got the white mask and the dress napkin thingy. And a long coat, but I guess that's about it. Still, it's distinctively similar.

Couldn't find a good picture of the other guy, be he doesn't seem to be all that similar I think.

The shape of the heads is remarkably similar, but then again, they both are completely bald and everything.
