Which Governor of Texas in 1999 signed legislation permitting doctors to remove the life support system of patients in a persistent vegetative state, regardless of the wishes of the family?

All I need to say is: Bastard. We goes off on one about how its wrong, when a few years earlier he signed to say that it was fine even without family's wishes. Damn, that guy obviously believes what he's talking about.
