I need help to get a Perl script working but I do not know where to start:

I installed Active Perl already and got the CM2020 script and the serial port driver but I am confused with:

Version 0.18 adds a more Un*x-like installation for ALL Perl versions.

perl Makefile.PL [optional PORT]
perl test.pl
perl install.pl

The only command line I can find is the Perl Package Manager. As stated in the instructions it is not possible to use Perl Package manager to install the serial port driver. So how do I install or what I do to intall this?

The next problem is that I do not know how to connect the scripts together or to get it working as on the page. Serial port driver -> Charge Manager Script -> web server.

Can anybody spare some time to help me out?
(It will really help if I can get this working and maybe I could do something for you in return.)
