So chav can also be used to describe people in that area as well as the other term used?

Yes, the term "average" in that context is normally used against me and sometimes mis-used in statistics to mislead customers. "Just because you are from this place it means you are this."

For example "19 is a bad number, bad number, when you are 19 you will have an accident because the average 19 year olds do."
