Technically, Iggy Pop can temporarily beat David Bowie, but it's really a ruse concocted by Bowie to lure Iggy into a false sense of security before he destroys him. But overall, David Bowie > all.

WHAT? Iggy Pop TOTALLY doesn't even have the skills to temporarily beat David Bowie. Bowie doesn't need to lure Iggy into a "false sense of security," because he knows he TOTALLY whips that little poseur's butt! (Jagger, however, get both whips and loving smacks from teh Bowie.

)But Bowie does need to distract Phantom Limb so as to get close enough to him to take him down, which is best done by convincing him that Iggy Pop had defeated him.
