It does? Whenever I couldn't disable one by hacking, I could easily sneak past it conventially or use multitools.
Though I do agree that Machine Cloaking is better than any of the other upgrades for your chest spot, simply because the toxic and electricity absorbers suck.

It's more handy for those 'oh shit' moments where you hear the camera and can't see it. The more you play the less it's used, like most abilities
Random cheat for those who want more skill points; One of the doors in the Tanker base is bugged. You get 10 Xp for opening it with the keycode, then if you close it again, you can repeat.

I just sneak around hacking apart everyone I can reach with my combat-strength-auged blades, and when that doesn't work, I've got my silenced rifle and sniper.
