Actually, Bai Ling's part, before she got cut from the film, was of a senator.  The Jedi thing is just Playboy's doing to relate her to Star Wars and to let people see a naked chick with a lightsaber.  After all, senators don't have too much to relate them to Star Wars off hand.

And I'm going to go out on a limb and guess that the costume she's wearing on the Playboy cover was not what she was wearing for her ROTS role.
