I know you're just being rhetorical, but I'll pretend you weren't. The answer is that all politics is corrupt. Secret deals, illegal campaign funding, ballot-box stuffing and money laundering aren't even scandals anymore. There is no such thing as a clean campaign, and no politician rides to the top by sticking to the issues.
So one asshole wants to hurt the career of another asshole, he looks for a weakness, at least in public percetion, and he exposes it. That's politics. Rather than make a better product and offer it to the market at a better price, why not just do your best to hurt the reputation or profitabiltiy of the other guy? Negative campaigns are easier, safer and cheaper.
