So, it's just a numbers thing. that's all that matters? people don't mind if you dress up as a serial killer who killed 13 people by hand, or lewered young boys with a clown suit to your home, as long as it was less than a certain amount...

If someone sees you dressed up as a murderer and they knew the victims, they're going to be upset. When you're in the public eye you shouldn't risk that sort of thing in anyform. If you're a nobody, you can take the flak\apologise. If you're a representative of a country, then you should have some common sense. We're not saying that it makes Harry a Nazi, we're just saying that he's an idiot for offending so many people. Harry might have gotten away with Charles Manson, at the very least there would have been less of a media feeding frenzy.....

What's supposed to happen and what does happen are often radically different. The point Barend was trying to make was that people shouldn't get offended for dressing up in a costume, regardless of what that costume is.
