Because it's a term refering to an generalised group, we refer to either the componants, if there are several areas of scaffolding we define them individually.

Hang on, you can Scaffolding is both countable and uncountable, in the sense that you can order 200 feet of scaffolding as a thing, but when constructed it becomes a single object.
