It would be interesting to know what happened between ESB and ROTJ that transformed the emperor from a calm, level-headed emperor to the cackling buffoon we see in ROTJ.

in his biography it suggests he became more and more interested in money beyond anything else when it came to films. anyway, no kurtz, kirshner etc had a lot to do with it. plus lucas cutting corners on the story and getting in on the directing, editing and screenwriting (always a very bad sign). I think Marquand and Kasdan single handedly saved ROTJ.

Regarding the Emperor's power structure, he does have advisors, I believe. Watch towards the middle and end of ROTJ very carefully, and most likely you'll see a little scene where these old guys with funny hoods and tall hats are walking out of a conference with the Emperor. (Unless George Lucas removed that scene for the Super Special DVD Edition... ) I also think that in the EU, the Emperor's advisory council devolves into savage infighting with the remaining generals.
