I decided to try and figure it all out, and realized that it was a Chris And Trilby joke. I didn't notice it the first time because I don't really pay attention to that particular comic. Now I get it.

Chris's behavior in that comic is disturbingly reminiscent of something one of my more insane friends would do on a regular basis.

Especially the basset hound line...

That's the one. He's a Former Olympic Ice Skating champion from like 1992 or something... one of the worlds best in his time.

I think the South Park thing is a running gag. He was in the original 5 minutes pilot thing they did years ago.
