Okay.... but there's a big difference between being a partner and a master. A rookie cop may be the younger, more inexperienced officer, but they are still equals. The rookie cop does not answer to/take orders from the veteran cop. They are equals. A rookie cop is a trained and ready individual.
In the PT's, Obi-Wan is always asnwering to Qui-Gon. I do not think it should be this way.

I have a problem with this as well. Presumably the apprentices are not experienced enough to be considered 'equals' until they've achieved the rank of Knight. But even so, if they've reached the stage where they can go out on missions then the masters should not be constantly putting them down as if they were ignorant children, as we see Qui-Gon and Obi-Wan do with their respective Padawans.
