He was hand-drawn and then coloured in PaintShop. Seeing how he turned out makes me want to experiment with that and PhotoShop Elements some more...
Anyway, I named him Sonny St. Cool, but you can give him any name you want.
Note how the pompadour, thumbs up, and suit jacket worn with a t-shirt indicate that he is, in fact, the man.
