I also think that army size should not be a die roll only, and bonuses/penalties due to government choices should weigh heavily in on it. I don't understand how there's a sliding scale from draft to paid army, since you either have conscription or you don't, unless you mean what percentage of the army is allowed to be drafted, so a 9 score would only draft a few people and a score of 1 wouldn't care if every male from an entire state was forced to go to war.
<Events are not just determined by dice roll, they are very much determined by your country‘s policy; whether or not the event is good or bad is determined by dice roll. The Paid Army metre determines how much (if at all) the common soldiers get paid apposed to how long a person stays in the army (conscription)>
Also, 10-60 square kilometers is about the size of a large town. Wouldn't it make more sense to use a D10 times by, say, a thousand? Just a thought.
